Sheng Yung (n.d., also known by his sobriquet Jipu) came from Manchuria. He served as a government official in the army secretariat of the Qing dynasty (1644-1911). After the abdication of the last Qing emperor, Xuantong (1906-67, r. 1908-12), Sheng Yung escaped to Qingdao and changed his surname. Though he tried to regain his former status, he died without achieving the success for which he strove.

Sheng Yung brushed this classical poem in Kulun, one of the central cities of Inner Mongolia, at the request of Nagao Uzan (1864-1942), the Japanese calligrapher and poet of classical Chinese.
