This mouse appears to be just about to eat a Japanese vegetal wax candle. A similar motif is known from medieval handscrolls in which mice are seen licking vegetal oil from lamps, one of favorite foods. Netsuke functioned as a stopper for an inrō that would be suspended from the man’s belt.
