This is a letter written in the hand of Kitabatake Chikafusa (1293-1358), known for his service to Emperor Godaigo (1288-1339, r. 1318-36). In the letter, Chikafusa mentions that the Tara district in the province of Wakasa (present-day Fukui Prefecture) owned by the temple Tô-ji has never been kokugaryô ("provincial lands") in the past and says that the kokushi ("provincial governor") should be questioned regarding this matter. Although the address is missing, the attached note reveals that the letter was sent to Shinkô-in of Ninna-ji Temple in 1323 (Genkô 3).
